The 19th Annual Digital Counties Survey, conducted in conjunction with the National Association of Counties, assesses county websites on technology best practices, including initiatives that streamline the delivery of government services; encourage open data, collaboration and shared services; improve cybersecurity and contribute to disaster response and recovery efforts.

It also weighs cybersecurity; citizen engagement experience; controlling budgets and costs; and hiring and retaining the best IT professionals.

“The coronavirus pandemic has underscored the urgent need for bold, cutting-edge approaches to serve our residents, and technology has played a major role,” said Matthew Chase, executive director of the National Association of Counties. “This year’s digital counties survey winners showed real leadership when it was needed most. “

The counties have been categorized according to their population.

Prince George County, Maryland, achieved the best score in its category, with counties of 500,000 to 1 million inhabitants, ranking first in the country. The judges said:

“Prince George County has a comprehensive best practice e-strategy and management. Last year, an information security officer and a security analyst were recruited. A virtual security operations center and a “Security ScoreCard” risk management tool have been implemented in 27 local jurisdictions. The impact of phishing and ransomware attempts has been reduced by 90%.

This is the 10th time that Arlington County has ranked in the top three counties, with four of those years ranking number one.
